The Federal Housing Administration will raise the minimum down payment for its least credit-worthy borrowers, agency announced Tuesday.

Borrowers with credit-rating scores below 580 will be required to put down at least 10 percent. Those with a credit score above 580 will be able to continue to put down only 3.5 percent. The changes are intended to shore up the agency’s finances.

The FHA also will increase its upfront mortgage insurance premium from 1.75 percent to 2.25 percent. The agency is expected to seek congressional approval to raise annual mortgage insurance premiums, paid by borrowers over the life of the loan, above the current 0.55 percent maximum. The amount it will seek has yet been announced.

The removal of asbestos must be undertaken by a professional abatement contractor who is trained in handling dangerous materials.

Exposure to this material can lead to the development of mesothelioma, a lung ailment associated with asbestos exposure. Though a cure does not exist, mesothelioma treatment options such as radiation, chemotherapy and surgery may be available to patients to battle the disease. Mesothelioma compensation has become tough to predict for victims and their families because diagnosis can take 20-50 years. For this reason, many people refer to it as a silent killer.

Removal of asbestos in public facilities, workplaces and homes should be performed by licensed abatement contractors as long as the National Emissions Standards for Hazardous Air Pollutants (NESHAP) are not violated. They must wear protective equipment such as masks and gloves to avoid any exposure. The materials should be removed in as large pieces as possible and places in disposable bags.

First Time Home Buyers that purchase a home on or before 4/30/2010 and close by 6/30/2010 are eligible for a one time time refundable tax credit of up to $8,000!

The law defines “first-time home buyer” as a buyer who has not owned a principal residence during the three-year period prior to the purchase. For married taxpayers, the law tests the homeownership history of both the home buyer and his/her spouse.

For example, if you have not owned a home in the past three years but your spouse has owned a principal residence, neither you nor your spouse qualifies for the first-time home buyer tax credit. However, unmarried joint purchasers may allocate the credit amount to any buyer who qualifies as a first-time buyer, such as may occur if a parent jointly purchases a home with a son or daughter. Ownership of a vacation home or rental property not used as a principal residence does not disqualify a buyer as a first-time home buyer.

Any home that will be used as a principal residence will qualify for the credit. This includes single-family detached homes, attached homes like townhouses and condominiums, manufactured homes (also known as mobile homes) and houseboats. The definition of principal residence is identical to the one used to determine whether you may qualify for the $250,000 / $500,000 capital gain tax exclusion for principal residences.

Participating in the tax credit program is easy. You claim the tax credit on your federal income tax return. Specifically, home buyers should complete IRS Form 5405 to determine their tax credit amount, and then claim this amount on Line 69 of their 1040 income tax return. No other applications or forms are required, and no pre-approval is necessary. However, you will want to be sure that you qualify for the credit under the income limits and first-time home buyer tests. Note that you cannot claim the credit on Form 5405 for an intended purchase for some future date; it must be a completed purchase.

In addition, the Worker, Homeownership, and Business Assistance Act of 2009 has established a tax credit of up to $6,500 for qualified move-up/repeat home buyers (existing home owners) purchasing a principal residence after November 6, 2009 and on or before April 30, 2010 (or purchased by June 30, 2010 with a binding sales contract signed by April 30, 2010).

According to Payy Stuard, Director of the South Central MLS, November home sales in Dane County were more than double the number reported last November. To be more precise, this November posted sales 111.6% higher than last November! This unusual increase can be attributed to buyers pushing to make the original first-time home buyer tax credit deadline of November 30, which has been extended and expanded to include some existing homeowners. Buyers now have until April 30 to secure an accepted offer, and then until June 30 to close.

November marks five months in a row in which Dane County home sales outpaced last year. While the first half of 2009 started out slow when compared to 2008, the second half of 2009 has shown an increase of 24% over the same five month period last year.

This substantial increase in the number of homes sold was also seen throughout the whole South Central Wisconsin region, which saw an increase of 81.7% as a whole for this November as compared to last. The percentage increase in sales over last year for the second half of 2009 was slightly higher than Dane County, with the South Central region as a whole posting an increase of 25% as compared to July - November of 2008.

The number of homes for sale, although still strong, continues to track behind 2008 as has been the case all year. At the end of November, there were 4,336 homes available for sale in Dane County, which is a decrease of 11.8% as compared to last November. In South Central Wisconsin there were 11,930 homes available which is down 8.8% compared to November of 2008. Almost 60% of the homes available for sale in the South Central WI region are priced below $200,000.Home buyers in South Central Wisconsin will continue to benefit from a healthy inventory of reasonably priced homes, historically low interest rates, and the extended and expanded home buyers tax credit as they enter 2010.

Making a home look its best is just like creating an enchanting store window display, or crafting the stage set for a play. Every home for sale is a basically a stage set. Prospective buyers come in and try to imagine living their lives on this particular “stage.” When they feel the stage fits the parts they want to play, you may have a sale.Of course, many clients know the basics about staging: making sure clutter is removed, keeping the home clean and fresh smelling, keeping the lawn cut and trimmed.  But there’s a lot more that can be done to help a home sell more quickly and at a higher price. pockets.

Here are some ideas:

  • Let the sun shine in. And not through dirty windows. Cleaning windows and opening blinds and drapes automatically make a home look more open, brighter, and more welcoming.
  • Remove the clutter that isn’t really clutter. Old magazines and scattered toys are obvious problems, but just as distracting are the various knick-knacks and collections that people accumulate over time. Get clients to pack up the adornments and books on shelves and tabletops by half at least. Also make sure every framed photo is put away; shoppers can’t see themselves living where the current residents are very much in evidence. The finished product is a home that looks more open and spacious, without the strong stamp of the present owner’s life.
  • Rearrange living spaces. Sometimes simply repositioning a couch can make a world of difference in a room. Look at traffic patterns and remove obstacles along with excess furniture. Take leaves out of dining tables and reduce the number of chairs. When selling a home, less is more.
  • Cut back on the green. Make sure windows and entryways are not obscured by overgrown shrubs. Otherwise, you’re hiding the home from the street as well as reducing the light that comes in.
  • Invest in the future. Invest 1/2 of one percent of the home’s asking price in staging. Then use that money to paint tired walls, remove out-of-style wallpaper, or store worn out furniture and bring in rentals.  The money invested may actually reap substantial returns.
  • Go professional. If you’re not comfortable making decorating decisions and you think you needs serious help, hire a professional decorator who understands the ins and outs of staging a home, it brings fresh eyes and ideas into play.

The housing market continues to show signs of stabilization, and although home prices are not about to spike higher, the decline certainly seems to have subsided. Existing Home Sales came in better than expectations, reaching their highest level in two years, as you can see in the chart below.

And while the inventory of unsold homes remains lofty, it was reported at its best level in a year. In addition, while Housing Starts and Building Permits both came in slightly below expectations, they did rise in July - another sign of stabilization in the housing market. 

With home loan rates still at exceptionally low levels - it presents a great opportunity to buy.
